Form 27-B manifests physically differently for each viewer - those with low clearance see only a thin folder with heavily redacted pages, while high-clearance agents perceive a massive black leather-bound tome filled with moving text. The pages are written in a specialized ink that rearranges itself based on the viewer's clearance level, revealing more truth to those with higher access.
