The Radar Echo system was developed by the Bureau during the initial Containment Zone setup as a way to track player movements across all leagues. However, a critical calibration error during the first deployment caused the system to never fully 'clear' its buffers - every surveillance ping echoes indefinitely in the data streams, creating a permanent background hum of accumulated intelligence that even Bureau technicians cannot fully interpret or control.

The Radar Echo manifests as a persistent low-frequency hum near active surveillance points, visible as echo rings pulsing outward on radar-adjacent displays. It creates grid-line interference patterns that appear whenever multiple monitoring systems overlap, flickering with an amber-orange glow accented by teal tracer lines that match the Containment Zone's visual signature. The echoes themselves are semi-transparent, layered artifacts that accumulate over time - recent echoes appear sharp and clear, while older ones fade into ghostly traces that can barely be distinguished from background noise.

The Radar Echo tracks the 'residual surveillance' left behind by every competitive decision - showing what traces your choices leave in the Bureau's permanent memory. Players carrying this tag exist in a state of permanent afterimage: their past actions are recorded, echoed, and potentially misremembered by the system in ways that create doubt about their true competitive history.
