The Bureau initially created the Echo Chamber as a verification system for competitive intelligence - a way to confirm that player information had been properly validated through multiple channels. But the system developed recursive feedback loops. Intelligence passed through the Chamber repeatedly, each iteration adding distortion until original messages became unrecognizable echoes. Now the Chamber operates beyond Bureau control, continuously generating distorted intelligence that other surveillance systems mistake for verified data.
The Echo Chamber manifests as an impossible geometric space existing at Bureau surveillance frequencies. Within it, paper documents and digital transmissions float in spiraling recursive patterns - the same intelligence passing through infinitely, each iteration slightly more distorted than the last. A persistent low-frequency hum emanates from the Chamber, creating unease in all who perceive it. The form shifts depending on the observer's clearance level, appearing as swirling mist to some and screaming data streams to others.
The Echo Chamber tracks when competitive intelligence has been echoed and distorted beyond verification, creating persistent uncertainty about whether observed patterns are genuine or recursive ghosts. Players who understand the Chamber's influence can manipulate it to seed false intelligence, while those unaware become victims of its distortion, making decisions based on echoes rather than truth.
