Every player who enters the Containment Zone and records a scored round is automatically registered - their existence confirmed through competitive activity. The Census was designed to ensure no competitor could ever truly disappear from the Bureau's awareness, creating a permanent shadow record of everyone who has ever competed.
The Black Census exists as a living document that updates in real-time - whenever a tracked player attends or misses an event, their entry shifts to reflect their current status. Census holders experience 'psychic tally marks,' an intuitive sense of approximately how many other players exist in the system, creating constant paranoia about the true population of the Containment Zone. Each entry displays a 'last confirmed existence timestamp' - players whose timestamps grow too stale get flagged for potential reclassification as phantom or null. The Census cannot be redacted, only added to, making it the only Bureau record that grows but never shrinks.
The Black Census determines your baseline visibility within the Bureau hierarchy - without an active entry, you're considered 'non-existent' and ineligible for official events, bonus payouts, or clearance reviews. This tag follows players across all leagues in the Containment Zone, creating persistent tension about who can see your existence and what they've recorded about you. Other players can sense when they're in the presence of another Census holder, knowing that person has verified their own existence through the Bureau's most fundamental tracking system.
