The Pending Dossier was established as the Bureau's official holding category for player records that require additional verification. When a player's documentation is flagged for deeper review—whether due to suspicious performance patterns, incomplete attendance records, or identity discrepancies—their file enters this purgatory state, existing in the digital space between clearance levels, neither fully classified nor completely unknown.
The Pending Dossier constantly updates with new evidence as the player competes, is marked with a pulsing amber status light indicating ongoing review, and contains both verified and unverified sections clearly distinguished by classification level. It can expand or contract based on Bureau interest, with suspicious activity causing the dossier to grow thicker while resolved issues cause pages to mysteriously disappear.
The Pending Dossier serves as the deciding factor for whether a player receives clearance upgrades, faces deeper investigation, or remains in bureaucratic limbo—directly affecting their access to restricted events, the Slush Fund, and financial incentives within the Containment Zone.
