The Ghost Dossier emerged from the Bureau's most classified operations - records created by officials at the highest clearance levels that exist in the system but cannot be verified through normal channels. These files are deliberately maintained in a state of quantum uncertainty, appearing to exist when queried but revealing nothing when attempts are made to access their contents. Some were created to protect valuable assets; others to hide embarrassing failures; and a few to mark players who've made secret bargains with powers within the Bureau itself.
The Ghost Dossier manifests as a file that appears in system queries but shows only static and interference when opened. It cannot be verified through any official Bureau channel, creating permanent uncertainty about the holder's true competitive history. Other players can detect its presence - seeing the ghostly outline of a record that exists but cannot be read - but never its contents. This creates immediate suspicion: why is this record hidden? What is being concealed? The dossier follows its holder across all leagues in the Containment Zone permanently.
Ghost Dossier serves as the ultimate wildcard mechanism within the Containment Zone - players carrying it are impossible to verify through normal means, making them dangerous unknowns in competitive contexts. When another player carries a Ghost Dossier, competitors cannot determine their true skill level, competitive history, or allegiances through any official channel. This creates persistent paranoia that reinforces the 'Trust No One' operative motto.
