Open Files were created during the Great Transparency Initiative of 1974, a Bureau pilot program that was immediately classified after three participants were 'redacted' for unknown reasons. The surviving Open Files continue to operate in plain sight, their complete visibility either proving absolute loyalty or serving as the perfect cover for deeper concealment. The Initiative's records were themselves redacted, leaving only the empty folders and the question: what did those three participants discover before they vanished?

Appears as an official Bureau file folder with a distinctive bright yellow (#FCE205) tab, completely unmarked by classification stamps or redaction bars. The cover is pristine manila with no black lines or missing sections. Opening it reveals every page in crisp, unblemished type - no black bars, no missing pages, no gaps. The folder cannot be copied or transferred through standard Bureau channels; only the original holder possesses the authentic Open File. It subtly shifts shade based on how much information other players have accessed, creating a visible record of who's been watching.

Open Files are exempt from random Bureau audits due to their complete visibility, but this exemption ironically draws more scrutiny from other players who constantly investigate them seeking hidden truths. Their full records make them valuable intelligence sources - competitors can verify any claim against their documented history - but this same transparency makes them perpetual objects of suspicion in a world built on concealment.
