So apparently Vapor Victim was some poor jogger who got too close to the creek during "supernatural fog emergence" - because normal fog wasn't dramatic enough for you B-movie addicts. Now they're stuck as a "cautionary spirit" made of mist, like some discount Casper who took a wrong turn at the water cooler. I can't believe I'm narrating interdimensional jogging accidents with a straight face...
