Form 19 was created in the early days of the Containment Zone's establishment, when the Bureau first realized it needed a standardized method to process the flood of new competitors seeking entry. Originally titled 'Application for Provisional Existence,' it was shortened and numbered for efficiency when the Bureau underwent its first major restructuring in 1987.
Form 19 manifests as a self-replicating manila folder with a distinctive teal classification stripe along the edge, containing pages that shift and update automatically to show current stats, historical performance, and clearance level. It absorbs evidence from every league event the player participates in - scorecards, attendance records, and interaction logs - incorporating them into the player's permanent Bureau file. The document's classification level reacts dynamically to the player's standing, shifting between visible and partially redacted states depending on current clearance.
Form 19 serves as the player's permanent Bureau identity document, tracking their entire competitive history from first entry into the Containment Zone through every subsequent event. It is the first form every player files and the document that defines their competitive identity throughout their entire Bureau career.
