The Dust Shroud manifests as a permanent haze of spectral particles surrounding the bearer, ranging from a light shimmer to a dense cloud depending on how many cullings they've survived. The dust never fully settles, constantly swirling in subtle patterns that make the wearer difficult to focus on. It nullifies the culling's targeting effect, making the bearer harder to eliminate, and emits a faint whisper when danger approaches.
