Dust Form

During the Bureau's transition from analog filing to digital systems, thousands of paper forms were moved to sub-basement storage. Due to climate control failures and inadequate cataloging, entire boxes of player records were lost to dust, moisture, and neglect. These abandoned forms now exist in bureaucratic limbo - technically part of the system but completely inaccessible through normal channels.

A brittle, yellowed document with crumbling edges. The Bureau's official letterhead has faded to a sickly ochre, and the player's written responses have bled into illegible inkblots. Water damage and age have obscured entire sections - names, dates, and scores reduced to shadow. A red 'DUST FORM' classification stamp marks the corner, the ink barely legible, while dust falls from the paper when handled.

Creates a persistent state of uncertainty about a Dust Form holder's true competitive history - their wins might be unverified, their losses exaggerated, and their skill level exists in permanent ambiguity. Other players cannot determine if the degraded record reflects reality or bureaucratic decay.
