Shadow Index

The Shadow Index emerged when the Bureau discovered that certain players were exploiting clearance level gaps to access information beyond their authorized level. Rather than flagging these players openly (which would alert them to the Bureau's attention), surveillance division created a silent shadow registry to track their activities and competitive patterns. The Index now monitors anyone whose behavior suggests potential threat to Bureau control, while also capturing players whose files were accidentally demoted to shadow storage during the Great Reclassification of 1987.

The Shadow Index appears as a Bureau file that exists in a state of managed invisibility - partially visible classification stamps cast permanent shadows across the document, obscuring key details. The player name field shows only illegible smudges, while the classification level fluctuates depending on who's viewing it. High-clearance players can detect a faint signal emanating from Shadow Index files, allowing them to identify others carrying this designation, but the signal reveals nothing about why they're being tracked.

The Shadow Index creates persistent paranoia by marking certain players as objects of Bureau surveillance without revealing why. Other competitors cannot determine if a Shadow Index holder is a dangerous operative, a bureaucratic error, or someone who's attracted surveillance through suspicious behavior. Players carrying a Shadow Index may gain access to hidden Bureau communications but also face increased scrutiny from the surveillance division.
