The Blind Copy system was implemented after the Bureau discovered that standard communication logs could be hacked by external agents during the 2019 breach. By switching to BCC distribution for sensitive competitive intelligence, the Bureau created an untraceable communication network where player surveillance data could be shared across multiple departments without leaving a traceable recipient list. Now players know the Bureau is watching and duplicating their data, but they can never determine who else has received copies of their classified file.

The Blind Copy manifests as a faint carbon paper shadow behind a player's main file - you can see that something was duplicated and sent, but the recipient field is completely blank. It appears as a watermark showing 'CC:' with all recipients blacked out, creating visible paranoia about who has access. The status cannot be removed or appealed - once Blind Copy is applied, it follows the player permanently across all leagues in the Containment Zone. It triggers automatically whenever a player's record is accessed more than 3 times in a single week, signaling they have attracted significant multi-agent attention.

Blind Copy creates persistent narrative tension by making players aware that their competitive intelligence has been distributed to unknown parties within the Bureau hierarchy. Other competitors can see the Blind Copy watermark on a player's file and know their data has been shared with entities they cannot identify, reinforcing the 'Trust No One' operative motto - you cannot verify who possesses information about you or what they're doing with it.
