The Final Verdict system was established during the Original Classification Crisis when the Bureau realized it needed a mechanism to definitively close cases rather than letting them languish in perpetual review. Designed to be used sparingly, only for the most significant determinations, the Final Verdict was meant to represent the moment when the Bureau stops investigating and starts judging. It was never intended to be common - its very existence implies a case has become too important to leave open.

The Final Verdict carries absolute permanence - once issued, it cannot be modified, appealed, or erased from a player's record. It manifests as a permanent block in the affected file, visible only to the player themselves and those with maximum clearance. Crucially, the Verdict ends all pending investigations and reviews, providing a definitive closure that other players can sense but never fully verify. It overrides all other Bureau designations, including Bureau Seals and Reference Desk verifications.

The Final Verdict determines the ultimate disposition of a player's case within the Bureau's system - once issued, a player's status is locked. This creates persistent tension across all leagues in the Containment Zone because competitors cannot tell if someone operates under an unfavorable Verdict, making them dangerous unknowns. Players who receive an unfavorable Final Verdict may continue competing but exist in a state of predetermined fate that others can sense but never fully understand.
