The Mirage Decree was forged in the first culling, when a group of competitors saw allied survivors approaching from across the desert, only to watch them dissolve into heat shimmer and dust. The Decree was born from the collective realization that nothing in the Deadlands can be trusted - not even the appearance of safety. Now it manifests whenever competitors begin to believe they've found refuge.
The Mirage Decree appears as a wanted poster come to life - its edges flutter like heat-touched paper, and the text shifts between languages and names before settling on the condemned. The figure it depicts is always the viewer themselves, seeing their own false security reflected back. It creates heat-distorted illusions around competitors, showing them what they want to see rather than what's real. Once the Decree renders judgment, the verdict is permanently etched into the spectral ledger.
The Mirage Decree serves as a warning system inherent to the Deadlands - it appears to competitors who are about to be culled, showing them the false security that led to their downfall before the frontier claims them. It embodies the series' core belief that the weak get culled, and thinking you're strong is just a mirage.
