Now, any player whose consistent presence crosses a threshold becomes lit with that characteristic neon glow.

Members of the Neon Cult exhibit permanent phosphor persistence - their presence continues to glow on the cosmic VHS substrate even between league events. They exist in a state of permanent recording that standard playback cannot capture, making their testimony more authoritative than standard attendance.
