Omen Census

When the first players signed the Salt Lake Accords, the treaty required a mechanism to track the accumulated supernatural weight of all signers. The Omen Census emerged as the Accords' living tally system - not created by any faction, but born from the treaty itself as it grew to encompass more players and more consequences. It exists independent of mortal perception, maintaining its records across all leagues simultaneously.

The Omen Census appears as a hovering stack of translucent parchment pages, each covered in constantly-shifting glyphs that no human eye can fully read. The pages move on their own, flipping and reorganizing constantly. A faint golden light emanates from between the pages, illuminating the glyphs in intermittent pulses. Cold radiates from the stack, and those who approach too close report feeling an invisible weight pressing against their chest. It responds to magical resonance, glowing brighter when players approach critical rating thresholds.

The Omen Census passively observes and records all supernatural transactions under the Accords, making the invisible weight of consequence visible to those who can perceive it. Its existence creates a persistent sense of accumulating fate across all leagues - every bad round adds to the count, every good round provides temporary relief, but the Census never forgets and never resets.
