The Paper Reaper was born from the first dispute settled under the Salt Lake Accords. When two wizard factions argued over a contested score that should have triggered a curse, the Accords themselves manifested an entity to collect the judgment debt. It has existed ever since, harvesting the accumulated weight of every treaty violation, every missed clause, every rating drop that the Accords deemed collectible. Ancient players speak of it in whispers: the one who comes not to curse or kill, but to balance the books.

The Paper Reaper is composed of layered, overlapping paper that shifts and reforms like a living archive. It carries an impossible ledger that seems to bend reality around it - the book weighs more than the entity itself, representing the crushing burden of accumulated debt. Wherever it walks, it leaves trails of bureaucratic forms and crumpled amendments. Its touch burns with the heat of stamped documents, leaving temporary marks that fade but remind the bearer of what's owed.

The Paper Reaper harvests accumulated debt from players whose ratings have dropped significantly, appearing when a player's 'paper debt' reaches a threshold. Unlike the Clause Phantom's warning or the Rating Reaper's execution, the Paper Reaper balances what is owed - not through curses or death, but through the extraction of something tangible from the debtor's magical standing. It represents the point of no return where simple rating decline transforms into lasting supernatural consequence.
