The Clause Phantom was forged in the moment the Salt Lake Accords were first signed - born from the union of magical intent and bureaucratic procedure. As the first players marked their names upon the treaty, their combined supernatural commitment created an echo in the astral plane that solidified into the Phantom: a being neither alive nor dead, bound eternally to enforce the Accords' terms and document every violation.

The Phantom possesses a translucent, smoke-like form that shifts between solid and gaseous states. It carries an enormous quill that writes violations in real-time on invisible parchment - every out-of-bounds throw, every disputed score, every broken treaty clause appears in its eternal record. Its eyes glow with the rating color of whoever it observes: green for players whose ratings are climbing, red for those whose ratings are falling toward curse territory. Where the Phantom walks, the ground becomes temporarily covered in the faint impression of legal text that fades within moments.

The Clause Phantom appears to any player whose rating approaches a threshold that would trigger curse manifestation. It does not judge or punish - it merely documents, bearing witness to the supernatural consequences that unfold. Its appearance serves as both warning and prophecy: when players see the Phantom materialize on the course, they know their rating has reached a critical point.
