The White Slate originated from the Bureau's 'Clean Document Initiative' - a short-lived program that promised complete record expungement for agents who cooperated fully with internal investigations. The program was abandoned when auditors discovered that former subjects were impossible to track, creating security gaps that persist to this day. The few White Slates that exist carry the psychological weight of having traded their past for a pristine present.

The White Slate appears as a pristine document approximately 8.5x11 inches, its surface impossibly white - not the yellowed white of aged paper but the luminous white of fresh snow. Subtle watermark patterns swirl beneath the surface, visible only at certain angles, suggesting hidden geometry that the Bureau couldn't quite erase. The document generates a faint 'clean signal' that Bureau sensors read as 'unclassified' - it cannot trigger surveillance algorithms that rely on historical data.
