Blackout Period

The Blackout Period protocol was established during the Great Digital Migration when Bureau monitoring systems required scheduled maintenance windows. What was designed as technical necessity became a classified opportunity - certain players learned to exploit these dark periods, and the Bureau discovered that surveillance gaps made excellent traps for catching competitors who thought they were unwatched. Now the Bureau uses Blackout Period tags to identify players who've learned to operate outside standard parameters, creating a layered paranoia where the tag that grants reduced surveillance is itself a surveillance device.

A thin rectangular card with a surface that absorbs light rather than reflecting it. In the center, a countdown display shows days and hours until the next scheduled blackout, though the display occasionally glitches to show impossible times or negative numbers, suggesting the Bureau manipulates blackout schedules unpredictably. Around the display, a ring of thermochromic material pulses between cold (being watched) and warm (blackout active), providing visceral feedback about surveillance status. A seven-digit alphanumeric serial number appears in silver ink that shifts slightly when viewed from different angles, creating the unsettling impression that the number itself is uncertain. The edges are deliberately rough-cut, like torn documentation from the sub-basement archives.

Blackout Period functions as a Bureau-controlled variable in competitive experiments - certain players receive blackout access as rewards for compliance while others discover the windows through system failures, creating asymmetric intelligence that the Bureau studies. The tag determines a player's visibility to Bureau sensors, but crucially, other players cannot determine if a Blackout Period holder's reduced surveillance is real or if the Bureau is watching through the tag itself, creating the ultimate paranoid loop where even darkness might be illuminated.
