Tear Dossier

During the Great Digital Migration, when the Bureau transferred decades of paper records to digital systems, certain sensitive files were physically mishandled - pulled from filing cabinets in haste, ripped during extraction attempts, or damaged in the chaotic transition. These traumatized records were catalogued as Tear Dossiers, marking them as compromised evidence that now exists in permanent suspicious limbo.

The dossier displays jagged edges where pages were violently removed, with faded ink in tear areas creating partial legibility - tantalizing fragments of information visible but never fully reconstructable. Residual digital signatures from multiple unauthorized access attempts remain embedded in the file structure. Fragments of unrelated documents have become embedded in the tear, creating false associations that pollute the record.

The Tear Dossier triggers immediate suspicion among other players because the damage pattern reveals that someone - possibly an external faction, possibly another player, possibly the Bureau itself - wanted the information badly enough to commit physical property damage. This makes Tear Dossier holders either dangerous (they know something worth protecting) or vulnerable (their secrets are partially exposed).
