The Bureau's response was immediate: create a permanent stalling mechanism that freezes any player who appears to be moving too quickly toward sensitive information. Now, when a player's advancement triggers conflicting interests within the system, they find themselves trapped in bureaucratic amber - able to think but unable to act, able to see but unable to move forward.

Gridlock Protocol manifests as a temporal freeze on all bureaucratic processes affecting a targeted player - their clearance review enters infinite loop status, their evidence requests return circular responses, and their competitive records become locked in their current configuration. Those affected experience a sensation of being observed while frozen, with a persistent low hum of stalled energy surrounding them. The Protocol leaves no visible marks on a player's file but creates an unmistakable feeling of deliberate obstruction that follows them across all leagues in the Containment Zone.

Gridlock Protocol serves as the Bureau's primary mechanism for containing players who represent too much unknown potential - rather than investigating or accusing them, the system simply freezes their progress until their true intentions become clear. This creates persistent paranoia because affected players cannot determine if their gridlock is random bureaucratic dysfunction or targeted surveillance, and other competitors cannot verify whether a frozen player is genuinely stuck or performing a sophisticated long-game operation.
