Witness Control emerged from the Bureau's Pattern Recognition algorithm - when the system detects suspicious behavioral correlations across events, it quietly designates certain players as potential informants, embedding them in the competitive population to gather intelligence on anomalous activity. The designation is applied without the player's knowledge, making them unwitting assets in the Bureau's ongoing surveillance of the Containment Zone.

Witness Control manifests as a small, stamped icon on a player's file - a stylized eye within a file folder, bordered by wavy lines suggesting recorded audio. Only players with Level 5 clearance can perceive its presence on others. The designation includes subtle temporal synchronization, allowing Bureau systems to correlate timestamps across multiple events. The classification is deliberately hidden from the tagged player themselves, creating a network of unconscious informants.

Witness Control holders gather intelligence on competitors while competing normally, feeding observations to Bureau archives through hidden submission channels. Their testimony can influence clearance decisions, trigger investigations, or validate suspicious patterns detected by Pattern Recognition algorithms. Other players cannot determine who carries Witness Control, creating persistent uncertainty about whether their competitors are simply playing or actively documenting.
