High-clearance players can detect a faint signal emanating from Shadow Index files, allowing them to identify others carrying this designation, but the signal reveals nothing about why they're being tracked.

The Shadow Index creates persistent paranoia by marking certain players as objects of Bureau surveillance without revealing why. Other competitors cannot determine if a Shadow Index holder is a dangerous operative, a bureaucratic error, or someone who's attracted surveillance through suspicious behavior. Players carrying a Shadow Index may gain access to hidden Bureau communications but also face increased scrutiny from the surveillance division.
