The Shifted Census emerged after the Great Data Migration, when millions of player records were moved between Bureau systems and thousands ended up in the wrong classification categories. Rather than fix the administrative error, the Bureau realized the confusion served their surveillance goals perfectly - players could never be certain their registration status hadn't been quietly altered. What started as a glitch became a feature.
A worn manila census folder with classification stamps that rearrange themselves every time you look at it - one moment showing 'CLEARED,' the next showing 'UNDER REVIEW,' then 'QUESTIONABLE' - the pages flip too fast to read the content inside. The folder carries a faint smell of old coffee and ozone, as if it's been buried in the Bureau's deepest archives. Some say you can hear whispers coming from inside when no one's watching.
The Shifted Census marks players whose Bureau registration has been quietly reclassified, creating uncertainty about their status within the Containment Zone. Other players encounter these competitors knowing the Bureau has moved their file, but unable to determine whether the shift was upward (trust) or downward (suspicion). Every interaction becomes a gamble with incomplete intelligence.
