Gridlock Protocol manifests as a temporal freeze on all bureaucratic processes affecting a targeted player - their clearance review enters infinite loop status, their evidence requests return circular responses, and their competitive records become locked in their current configuration. Those affected experience a sensation of being observed while frozen, with a persistent low hum of stalled energy surrounding them.
