The Watch List emerged from the Bureau's Pattern Recognition algorithm - when the system detects behavioral anomalies that exceed normal thresholds but don't yet warrant formal investigation, players get automatically transferred here for preliminary observation. This makes it a reactive, algorithmic designation rather than a manual one, adding to the paranoia of being flagged by invisible code.

The Watch List appears as a pulsating amber border around a player's digital file, with a small radar-sweep animation cycling continuously in the corner. It transfers automatically when the Bureau's Pattern Recognition algorithm detects behavioral anomalies that exceed normal thresholds. Scorecard submissions from Watch List holders carry a subtle static effect that Bureau archivists can detect. The longer a player remains on the Watch List, the more pronounced these manifestations become.

The Watch List serves as an early warning system that precedes formal Bureau investigation - being flagged doesn't guarantee trouble but signals heightened scrutiny is active, creating persistent paranoia about what actions triggered the surveillance and whether any subsequent behavior appears suspicious.
