The Pending Warrant system was established after the 'Great Audit of '19' when the Bureau realized it needed a way to track players who showed suspicious patterns but hadn't yet triggered full investigation protocols. It serves as the intermediate step between suspicion and formal charges, allowing the Bureau to maintain surveillance on potential threats without publicly committing to formal accusations.
A Pending Warrant appears as a glowing amber file folder that follows the marked player, visible only to those with sufficient clearance. It pulses with a slow rhythm like a heartbeat, and when opened reveals the charges in increasingly detailed layers based on the viewer's clearance level. Multiple warrants can stack, with each additional warrant increasing the urgency rating. Warrants have expiration dates but can be renewed indefinitely by Bureau investigators.
Pending Warrant marks players for increased surveillance and creates social tension - other competitors know the Bureau suspects them but don't know why. This creates persistent uncertainty about whether they're dealing with a genuine competitor or someone marked for eventual elimination from the Containment Zone.
