The Cover Sheet was created when the Bureau first established the classification system in the Containment Zone. Initially just administrative paperwork to accompany sensitive documents, it evolved into the primary tool for controlling information flow between players. Some archivists whisper that the original Cover Sheet was typed on the oldest typewriter in the Bureau's possession - a vintage model that hasn't worked in decades - and that all subsequent Cover Sheets are photocopies of that faded original. Each generation is slightly more degraded, with words bleeding into each other and classification stamps becoming increasingly difficult to read.

The Cover Sheet appears as a worn manila folder with bold classification stamps in red, blue, and black ink, declaring levels from UNCLASSIFIED to the coveted EYES ONLY. It contains invisible ink markings that only reveal themselves under Bureau-issue blacklight, showing additional information hidden from standard viewing. The edges display wear patterns indicating how many hands have handled it, with some showing almost no wear (suspiciously clean) and others nearly falling apart (too much attention). Occasionally, handwritten notes appear in the margins that weren't there the day before - annotations from unnamed Bureau officials that add or redact information without explanation.

The Cover Sheet determines what information about a player becomes visible to others based on their respective clearance levels. It serves as the access control mechanism that sits between a player's complete competitive history and the outside world. Players with spotty attendance or suspicious patterns receive heavily redacted Cover Sheets that hide their true capabilities, while consistent competitors earn more transparent documentation. The Cover Sheet can be upgraded through demonstrated loyalty or downgraded through audit triggers, making it a dynamic and persistent element of a player's identity across all leagues in the Containment Zone.
