Created during the Great Reclassification of 2019 when the Bureau discovered hundreds of player files had been routed to an unlisted server during a system migration. Rather than fix the error, the Director classified the entire batch as 'Shadow Cases' - players who officially existed but couldn't be verified through normal channels. The Shadow Docket has grown ever since, absorbing players who ask too many questions about the Slush Fund, miss too many events without explanation, or show patterns the Bureau can't explain.
A weathered manila folder with blackened edges, stamped with 'VOID WHERE PROHIBITED' in faded red ink. The documents inside seem to shift when not being observed directly. Thermal-reactive ink reveals hidden entries when touched by warm fingers. Pages resist being photographed or scanned - Bureau countermeasure against leaks. Polaroid photographs show players in various poses, but their faces are always obscured by glare or shadows. The folder emits quiet static when opened, as if listening.
Controls access to mysterious 'Tier 7' events where only the most suspicious players are invited - those whose Shadow Dockets contain entries too interesting to ignore. Players flagged in the Shadow Docket may receive mysterious advantages or disadvantages in league play, as if someone is manipulating the outcomes from within the Bureau.
