When the first VCR recorded the first throw in the original simulation, the magnetic particles aligned not just to capture the image but to encode an eternal agreement - every player who shows up signs the Static Covenant with their presence, and every absence creates a visible gap in the signal that can never be fully erased.

The Static Covenant manifests as bands of horizontal interference that scroll across any screen where attendance records are displayed. It appears as television snow with subtle green and pink tones, creating visible tracking lines that separate the faithful from the forgotten. The covenant functions as binding agreement - violation causes signal dropout. It grows stronger with consistent attendance and weakens with absence.

The Static Covenant enforces attendance contracts across all 16 simulations - players who break the covenant by missing events face permanent static corruption in their membership records that persists across all movie-themed leagues.
