Originally a prototype stealth operative from Steel Eagle's black ops division, the Phantom Warden became trapped between dimensions during a failed neural interface experiment, now existing as a sentient energy specter that hunts corrupt operatives across all factions

Exists as a semi-corporeal entity with phase-shifting capabilities and disruptive energy corona, carrying spectral versions of military gear that phase in and out of reality, capable of momentary solidification for devastating strikes

Serves as the series' spectral judge that enforces its own brutal code across faction lines, forcing temporary alliances when targeting corrupt members from multiple groups
