When the Bureau implemented its current digital filing system three years ago, millions of records from the previous analog system were migrated incompletely. Boxes of player files were scanned, the digital copies were stored, and the physical originals were supposed to be destroyed - but the destruction order was lost in a paperwork shuffle. Those boxes still exist somewhere in Bureau sub-basement 7, gathering dust, containing competitive histories that contradict official records. Players whose files were in those boxes now carry the Dust Archive designation - technically acknowledged but practically inaccessible.

Yellowed scorecards with faded ink that barely legible. Inconsistent timestamps from different filing systems that create chronological confusion. Handwritten marginalia from long-retired Bureau clerks scrawled in margins. Mixed coding systems - some numerical, some alphabetical, some using symbols that no current Bureau employee recognizes. Random classification stamps from different Bureau administrations layered over each other.

Dust Archive holders exist in a state of competitive uncertainty - their official record says one thing, but forgotten documents somewhere in Bureau archives might tell a different story. Other players cannot determine if Dust Archive designation means someone was deliberately marginalized or simply lost in bureaucratic failure, creating persistent paranoia about their true competitive history and standing.
