The Filter Layer was implemented during the Bureau's foundational years when competitive intelligence leaked catastrophically between clearance tiers, triggering what archives now call the Archive Wars. The Bureau discovered that unrestricted information flow posed a greater threat than controlled censorship, establishing the Filter Layer as a permanent bureaucratic fixture that permanently altered how players perceive each other within the Containment Zone.
The Filter Layer manifests as a translucent bureaucratic overlay on a player's file, shifting between clear and opaque depending on who's viewing it. Visible strain lines mark where information has been mechanically filtered out, creating asymmetric visibility between different observers. The layer generates a faint bureaucratic static when actively filtering data, detectable only to those with sufficient clearance to notice the interference patterns.
The Filter Layer tracks which Bureau information filters have been applied to a player's competitive record, creating persistent uncertainty about what opponents can and cannot see about their true capabilities, performance history, and clearance status.
