Eyes Only emerged from a classified incident known only as 'The Revelation' - when a top player's competitive history was leaked to the public, causing the Bureau to realize standard clearance levels were insufficient. The new tier was created to protect the most sensitive competitive intelligence: the true performance data of players whose results could shift the balance of power within the Containment Zone. The details of The Revelation remain redacted.

An Eyes Only file manifests as a black portfolio with no identifying marks except two embossed silver eyes on the front. When opened by unauthorized viewers, the pages appear completely blank - only those with Level 5 clearance can see the contents, which display in sharp red type against the black background. The folder itself is cold to the touch regardless of environment and cannot be photographed, scanned, or duplicated by any known means.

Eyes Only marks players who have been designated for permanent Bureau observation at the highest security level. Their every move is tracked by agents whose identities remain classified, and their true competitive history is locked away from standard circulation. Other players can detect the Eyes Only designation but can never access its contents, creating persistent uncertainty about whether they're dealing with a protected asset or a dangerous unknown.
