Appears as a floating crystalline ledger that manifests when triggered by financial transactions within the Bureau's hidden channels. Projects numbers that materialize in the air, then dissolve before full visibility - creating visible proof of movement without revealing amounts. Binds with impossible material that cannot be opened by conventional means - requiring specific clearance harmonics to access. Glows with teal luminescence when active, matching the series' primary color palette.

The Silent Ledger determines who receives bonus payouts from the Slush Fund and tracks whether those payments actually materialize or remain phantom transactions.
